Talking at the Rugby Expo conference in London, the sport's most powerful figure said: "I think people need to look at how they train.
"Is there too much physicality in their training which then adds to physicality when you go out and play a match?
"I think the right balance isn't quite right there and we need to look at that," he added.
When asked if there was too much physicality in training sessions, Miller stated: "I think there probably is, yes. I couldn't point to one case. But people feel it's important to be physical in training because it toughens you up for the match."
